This study aimed to verify the application of human resource management to maintain the quality of nursing while ensuring—as part of a maternity protection program—proper administration of the system that excuses pregnant nurses from nightshifts. The research design was a case study analyzed qualitative data; a survey was conducted through interviews with five nurses. The theoretical framework for data collection and analysis was the KJ method. The participants’ experience with this aspect of maternity protection represented a rare case, i.e., the five nurses were excused from the nightshift in the same time period. This study demonstrated that the appropriate application of maternity protection systems could provide nursing organizations with virtuous cycle of human resource assurance and the properly applied systems. Moreover, the factors that enabled the proper application of the maternity protection system were observed and classified into two categories, “formal operation by the organization” and “informal operation by the informal network,” which sustain the appropriate application of the system. The conclusions of this study are as follows: the maternity protection system was sustained by the formal system and informal operations, resulting in a sustainable level of human resource assurance
