In order to verify this situation, Ministry of Land, Infrastructure, Transport and Tourism has been working to resolve issues by organizing the “Trucking Environment and Working Hours Improvement Council” nationwide since FY 2015. However, elimination of waiting time is positioned as the first priority. The purpose of this study is to examine the actual situation of overtime work in the trucking business and how the waiting time can be shortened by securing parking lots.
