In the meantime, the environment related to investment and asset management around us, such as the establishment of NISA in 2018 and the major revision of the individual defined contribution pension plan known as iDeCo in 2017. Has changed significantly. On the other hand, Japan’s household financial assets are still safe investments centered on deposits and savings, and it is not easy to accumulate complex financial knowledge and investment experience. One example is the difference between NISA subscribers and actual users. Therefore, in this paper, based on these circumstances, we will reexamine the effectiveness of NISA in terms of institutional design and sort out the issues behind it. At the same time, we will review the changes in economic indicators in recent years and look back on what the investment environment was like.
