One of the goals in this plan is to achieve more than fifty percent of junior high school students to graduate with English proficiency of an equivalent of A 1 level or higher and senior high school students A 2 level or higher in the Common European Framework of Reference for Languages (CEFR) by the end of 2022. Since 2013, Japan’s Ministry of Education, Culture, Sports, Science and Technology (MEXT) has been conducting an annual survey at all public schools about the status of English education policy and collecting data to see its effectiveness.
