| 内容記述 | 日本における災害時の運送に関しては、国土交通省が異常気象時の運行可否基準を策定しているが、「災害未満」の状況に対する明確な判断基準は示されていない。このため、物流業界では対応の標準化が進まず、業務継続および安全確保の観点から課題が残存している。本研究では、天候不良や計画運休など「災害未満」に分類される事象がトラック運送業務へ及ぼす影響を分析し、その範囲および定義の整理を試みる。さらに、現場で蓄積された知見を活用し、業務の継続性と従業員の安全性を向上させる実効的な対応策の提案を目的とする。 | |||||

| 内容記述 | In Japan, while the Ministry of Land, Infrastructure, Transport and Tourism has set criteria for transport operations during abnormal weather, no clear standards exist for sub-disaster conditions. As a result, the logistics industry lacks standardized responses, posing challenges to both business continuity and safety. This study analyzes the impact of events such as poor weather and planned suspensions on truck operations, defines the scope of such conditions, and proposes practical measures ─ based on field expertise ─ to enhance operational resilience and safety. | |||||
